• Nothing by itself — it is good or bad only against what the point should read, so it becomes evidence only when compared to a reference such as a schematic value or a known-good board.
• It always means the board is faulty, because any reading of exactly 3.1 volts on any point of any board is a universally recognised sign of a specific and serious defect.
• It always means the board is healthy, because a meter that manages to display any number at all has thereby proved that the entire circuit under test is working correctly.
• It tells you the exact current flowing at that point, since the voltage function of a multimeter directly and simultaneously measures both the voltage and the current together in one single combined reading.
